Meet Will
Currently, Representative Metcalf serves as Chairman of the Culture, Recreation and Tourism Committee where he champions the preservation of Texas’ proud heritage, natural beauty, and time-honored values. A sixth-generation Texan and lifelong resident of Montgomery County, Representative Metcalf brings a deep personal connection to the work of the committee—one that reflects his community’s rich outdoor and cultural assets, including Lake Conroe, the Sam Houston National Forest, the W.G. Jones State Forest, and world-class fishing and recreation opportunities. His leadership extends beyond his district to the entire state, where he fights to protect and promote Texas’ historical landmarks and cultural legacy. During the 89th Legislative Session, Representative Metcalf authored and passed legislation to preserve the Alamo—one of our state’s most sacred historic sites—by establishing the Alamo Commission. He also secured the permanent public display of three of Texas’ most treasured documents: the Texas Declaration of Independence, the Texas Constitution, and Colonel William B. Travis’ legendary “Victory or Death” letter from the Alamo. These foundational records will no longer be hidden away, but proudly displayed where they rightfully belong. With this legislation, all Texans will be able to view these important documents.
As Chair, he also oversees agencies including the Texas Parks and Wildlife Department, the Texas Historical Commission, and the Texas State Library and Archives Commission, among others. These agencies are responsible for protecting Texas’s natural resources and recreational activities—such as hunting and fishing—as well as preserving the state’s history, culture, and arts. True to his roots, Representative Metcalf leads with conviction and a steadfast commitment to protecting the values, history, and traditions that make Texas great.
Metcalf has worked his way through the local banking industry, helping Montgomery County families and small businesses achieve their financial goals. Metcalf is active in the development of the north Montgomery County area as well, through involvement in the real estate market where he manages investments in Montgomery County and the surrounding areas.
Representative Metcalf was raised in Conroe and is a graduate of Conroe ISD and Sam Houston State University, where he earned a Bachelor of Science in Criminal Justice. Rep. Metcalf and his wife Megan have been married for 17 years and are the proud parents of beautiful thirteen-year old twin daughters, Amelia and Elizabeth. The Metcalf`s attend The Church at Woodforest.

Legislative Record
Throughout his legislative career, Representative Metcalf has worked tirelessly to advocate for Montgomery County’s conservative values such as strengthening our presence on the border, fighting for taxpayers, being unapologetically pro-life, defending the second amendment and ensuring Texas children receive the best education possible. As a businessman himself, he has been a reliable advocate for small businesses, fighting to stop over-regulation and voting to eliminate unneeded bureaucratic obstacles for those trying to grow a business. Representative Metcalf was entrusted by the Texas House to serve as the lead negotiator and architect of the largest tax cut in history during the 88th Legislature, passing $18 billion dollars in tax relief, increasing the homestead exemption from $40,000 to $100,000, bringing accountability to appraisal district boards, and implementing an appraisal cap on commercial property—which did not exist before Metcalf’s legislation. He stands for religious liberty and family values, and has worked to bring transparency and accountability to our local groundwater district board by authoring and passing legislation to let voters decide who manages their water.

As Chair, he also oversees agencies and legislation related to parks and wildlife, hunting and fishing, historic preservation, tourism, and the arts, as well as state agencies that safeguard Texas’ identity, such as the Texas Historical Commission. True to his roots, Representative Metcalf leads with conviction and a steadfast commitment to protecting the values, history, and traditions that make Texas great.
Representative Metcalf also serves as a member on the powerful State Affairs Committee. The State Affairs Committee has jurisdiction over a wide array of matters, including any issues of importance deemed relevant to state policy, as well as the powers of state government and all of its departments, agencies, and institutions, the conduct of persons with influence in public policy, the regulation of electric, telecommunications and cybersecurity utilities, and an all-encompassing array of matters where jurisdiction is not granted to another standing committee under the Texas House rules.
Representative Metcalf has been honored to receive three special consecutive appointments under three House Speakers to serve as a member of the Texas delegation on The Energy Council, which is a national legislative organization that allows legislative policymakers to maintain a dialogue and learn more about energy issues of importance to their states, citizens, environment, and revenue base. He has been named a Fighter for Free Enterprise by the Texas Association of Business, a Courageous Conservative by the Texas Conservative Coalition, a Pro-Property Rights Champion by Texans Uniting for Reform & Freedom, a Texas Gold Star Representative by Texas Right to Life, and a Faith and Family Champion by Texas Values.
